Brora Rangers chairman William Powrie says automatic relegation must be introduced to League Two.
His comments came in his end of season message as he believes one Highland or Lowland League team should achieve promotion every season.
Brora Rangers missed out on promotion this season after losing to Kelty Hearts in the League Two play-off semi final.
Kelty Hearts went on to beat Brechin City in the final to earn promotion to League Two next season.
Brechin City are set to play in the Highland League next season and Powrie believes any team that finishes bottom of League Two should not have the chance of avoiding the drop.
He said: "We must hope that the SPFL can agree to the evolution of the pyramid principle where automatic relegation would await team 42 with a playoff between tier five champions for their chance to play on the national stage."
Powrie says he also supports colts teams from Celtic and Rangers entering the Lowland League and believes the Highland League should look for similar opportunities.
"I view this as a very progressive step and will certainly promote the Lowland League to a far greater audience throughout the UK.
"I think this will further strengthen all teams in the Lowland League, so it is important that the Highland League matches this progression.
"I still believe that a wider SPFL reconstruction is in play and it will be interesting to see what unfolds regarding this."
